World Bank — Liberia Ministry of Education

Challenge

Liberia's Ministry of Education had no formal system for assessing school readiness — no standardized tool, no implementation process, and no established path to stakeholder buy-in across a fragmented early childhood policy landscape.

Approach

As Lead Consultant, engaged directly with the Ministry's Bureau of Early Childhood to determine needs, then researched and developed a school readiness assessment system along with its implementation process. Led a meeting of the Inter-Sectoral Committee on ECD Policy to build cross-agency support, and developed the briefing materials used to present the system to the Assistant Minister of Early Childhood.

Result

A functioning school readiness assessment system and implementation plan, formally disseminated to national stakeholders at Liberia's Joint Sector Review.

AppleTree Institute for Education Innovation

Challenge

AppleTree needed consistent, reliable evaluation of instructional quality across its Pre-K and Preschool programs in the DC area.

Approach

Served as Classroom Quality Indicator Evaluator, conducting instructional-practice evaluations and maintaining clear, reliable documentation to support further program evaluation.

Result

Brought back for a second engagement as a CLASS™ observer — consistent, reliable evaluation support across multiple cycles.

Approach
